Chinese Government Scholarship "High Level Postgraduate Programme" is a full scholarship. Our university now begins to enroll foreign students for the Chinese Government Scholarship "High Level Postgraduate Programme" for the academic year 2026-2027. Applicants may submit their applications in accordance with the application conditions in the Announcement.
I.Application Requirements
1.Be a citizen of a country other than the People’s Republic of China, andbe in good health both mentally and physically.
2.Be a bachelor’s degree holder under the age of 35 and has excellent academic performance when applying formaster’s programs.
3.Be a master’s degree holder under the age of 40 and has excellent academic performance when applying for doctoral programs.
4.Applicants for master's degree programs with Chinese as instruction language:
The liberal arts major requires more than 180 points of the new HSK5 (The major of Teaching Chinese to Foreigners as a Second Language requires more than 210 points of the new HSK5). Science and engineering majors require new HSK level 4 or above.
5.Applicants for doctoral degree programs with Chinese as instruction language:
The liberal arts majors require more than 180 points in the new HSK6. Science and engineering majors require new HSK level 5 or above.
6.Applicants for master and doctoral degree programs with English as instruction language:
-Achieve TOEFL score of 78 or above or IELTS score of 6.0 or above.
-Applicants who are native English speakers or have completed their previous degree entirely in English are exempt fromTOEFL or IELTS.
7.Applicants for Russian-taught programs should be native Russian speakers.
8.All applicants should pass the interview by professional colleges and also meet the admission requirements.

III.Scholarship Coverage
Chinese Government Scholarship High Level Postgraduate Programme provides a full scholarship which covers tuition, accommodation, stipend and comprehensive medical insurance.
Stipend standard are as follows:
Master’s students/general scholars: CNY 3,000 per month.
Doctoral students/senior scholars: CNY 3,500 per month.
IV. Application Documents
1. Application Form for Chinese Government Scholarship (in Chinese or English).
2. Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (the expire date should be after September 2027), please apply for a new passport before submitting the application.
3. Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents must be attached with notarized Chinese or English translations.
4. Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. Documents must be attached with notarized Chinese or English translations.
5.Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for English language-taught programs shall provide relevant language proficiency certificates according to the universities ’ requirements, like IELTS or TOFEL report.

7. A study plan and proposal. The study plan and proposal should be written in Chinese or English shall contain more than 1,000 characters or words. The proposal of a doctoral student shall be signed by the applicant’s supervisor.
8. Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.
9. Example of art. To apply for majors related to art or design, applicants could submit their own works through “Example of Art/Other Supporting Documents” in the system. Applicants could also provide such materials to the applied universities directly in other ways.
10. Applicants under the age of 18 should submit the valid documents of their legal guardians in China.
11. A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
12. Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
Reminder: Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
V. Application Deadline: January 12, 2026.
VI. Application Procedure
1. The applicant shall prepare all the application materials in accordance with the requirement.
2. The applicant submit an application in our university’s system: http://study.hainnu.edu.cn/.
3. We will provide the pr-admission notice and invitation letters to qualified applicants.
4. Eligible applicants then submit their applications in the Chinese Government Scholarship Information System(Agency number: 11658). For detailed steps, please refer to Attachment 1.
VII.Scholarship Confirmation
1. University reviews the application documents and decides the nominated candidates. Applicants who do not submit the application in our university’s system and the application materials do not meet the requirements will be deemed invalid and will not be accepted.
2. Application materials and recommendation list will be sent to China Scholarship Council before March.
3. After the final review of the admission results, CSC will issue the Visa Application Form to applicants (JW201 Form).
4. CSC will make the final decision on the admission list, and then our university will send the Admission Notice and JW201 Form to the students in accordance with the email address in the Chinese Government Scholarship Application Form.
6. Scholarship recipients shall not change their host university, field of study, or duration of study unless they give up the grant.
7. Scholarship will not be reserved if scholarship recipient cannot register before the registration deadline.
Note: Scholarship recipients are not allowed to enjoy other scholarships provided by the Chinese government at all levels and the admitted institutions at the same time (excluding all kinds of one-time scholarships). Once found, the Chinese Government scholarship eligibility will be canceled and the Chinese Government scholarship that was already received will be returned. For those who deliberately conceal the fact will be canceled scholarship eligibility and will not allowed to apply for Chinese government scholarships within three years.
