The “Bilateral Program” accords with the cooperation and exchange agreements or consensus reached by the Chinese government and the governments, institutions, schools and international organizations of other nations. It is open to undergraduates, postgraduates, general and senior scholars.

I. Eligibility

(1) Non-Chinese citizens in good health both mentally and physically;

(2) Academic qualifications and age requirements

1. be an academically excellent holder of high school diploma or its equivalent under the age of 25 when applying for an undergraduate program;

2. be an academically excellent holder of a Bachelor’s degree or its equivalent under the age of 35 when applying for a Master’s program;

3. be an academically excellent holder of a Master’s degree or its equivalent under the age of 40 when applying for a doctoral program;

4. be a holder of a high school diploma (or higher) under the age of 45 when applying for a general scholar program;

5. be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for a senior scholar program;

(3) Language requirements

1. take the “China Scholastic Competency Assessment (short as CSCA)” and upload a valid score report when applying for bachelor's programs (Official website of CSCA: www.csca.cn );

2. have passed the HSK (Level 3) when applying for a Chinese-taught general scholar program (excluding Chinese language majors) and a Chinese-taught senior scholar program;

3. Applicants for master's programs with Chinese as the language of instruction:

Liberal arts majors require a score of at least 180 on the new HSK Level 5 (The major of International Chinese Education requires a score of at least 180 the new HSK Level 5). Science majors require new HSK Level 4 or above.

4. Applicants for doctoral programs with Chinese as the language of instruction:

Liberal arts majors require a score of at least 180 on the new HSK Level 6. Science majors require new HSK Level 5 or above.

5. Applicants for programs taught in both Chinese and English require more than 180 points on the new HSK Level 3.

6. Applicants for master's or doctoral programs taught in English or bilingually in  Chinese and English :

- Achieve a TOEFL score of 78 or above or an IELTS score of 6.0 or above.

- Applicants who are native English speakers or have completed their previous degree entirely in English are exempt from TOEFL or IELTS.

(4) Applicants for master’s and doctoral degree programs must pass an interview conducted by the relevant professional college.

(5) Applicants shall also meet the university’s admission requirements in academic ability, language ability, and other relevant aspects.

    CNY 400 per person (for programs lasting less than six months)

IV. Application Process

1. Contact our university and apply for a pre-admission letter. Application methods:      (1) Submit an application in our university’s online application system (http://study.hainnu.edu.cn/), and upload all application materials required in Section V to the system;      (2) At the same time, send an email to hainnu@sina.com. The email subject shall be named in the format “Passport number + CSC Type A pre-admission letter application”. If the application for the pre-admission letter is not sent by email, it will not be accepted.

2. Contact the relevant application receiving agency (generally the Chinese embassy or consulate in the applicant’s country), learn the application deadline, and obtain recommendation eligibility;

3. An applicant shall fill in and submit the Application Form for Chinese Government Scholarship online via the Chinese Government Scholarship Information System(http://www.campuschina.org). The operation instructions for the system and the “receiving agency number” may be obtained from the application receiving agency;

4. The application receiving agency shall submit the recommended candidates list and their application documents to the CSC;

5. The CSC will organize designated universities and experts concerned to examine applicants’ eligibility and academic performance before finalizing the short-listed candidates;

6. The CSC will notify the admission results to the application receiving agency, and the agency shall inform the applicants accordingly.

V. Application Documents

1. Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (the expiration date should be after September 2028), please apply for a new passport before submitting the application.

2. Diploma and certificate of highest education (notarized photocopy). An applicant who is a current university student shall submit the certificate of expected graduation or student status issued by his/her university;

3. Notarized academic records. Academic records in languages other than Chinese or English shall be attached with notarized translations in Chinese or English;

4. Language qualification certificates. Applicants for master's, doctoral, general scholar, and senior scholar programs taught in Chinese must submit a valid HSK score report that meets the corresponding Chinese language proficiency requirements. Applicants for programs taught in other languages are required to provide relevant language proficiency certificates, such as IELTS or TOEFL score reports, in accordance with the requirements;

5. CSCA Score Report. Applicants seeking to pursue a bachelor's degree must register for and take the CSCA before the application deadline, and obtain a valid Score Report;

6. A study or research plan written in Chinese or in English (no less than 200 words/characters for undergraduates; no less than 500 words/characters for scholars; no less than 1000 words/characters for postgraduates);

7. Recommendation letters. An applicant for a postgraduate program or for academic education as a senior scholar shall submit two recommendation letters in Chinese or in English from professors or associate professors;

8. An applicant for the arts or design program shall provide his/her own works (such as videos and paintings);

9. An applicant to study in China for more than six months shall submit a photocopy of the Foreigner Physical Examination Form (the original document, printed by Chinese quarantine authorities, shall be filled in in English and kept by the applicant). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicant are invalid. Medical examination results are valid for only six months;

10. An applicant shall submit a valid Certificate of Non-Criminal Record (or Police Clearance Certificate) issued by the local public security (such as the police station), usually issued within six months prior to the submission date of the application.
